The Territorial Force Associations

On 2 August 1907, Royal Assent was given to the Territorial and Reserve Forces Act, a key part of the Haldane reforms of the army. It introduced the concept of a County Territorial Force Association.

Role of the Association

An Association was to be responsible for the organisation of the units of the Territorial Force within its county, and for their administration at all times except when they were called out for training, embodied, or engaged in actual military service.

It would recruit the necessary men; clothe them; provide the necessary drill halls, stores, headquarters, etc; provide horses and their saddlery and harness; and provide firing ranges. It would also look after the wives and dependents of men when they were embodied, and arrange payment of separation and other allowances. The Association would also arrange for the registration of horses for army use in time of war.

To fulfill its task, an Association would be given a government grant for each unit it contained. This would cover the cost of acquiring or renting facilities; paying for maintenance or replacement of worn items; meeting certain travel costs; and paying for such things as having a secretary and a clerk, orderly room costs, postage and stationery, a band and prizes (within limits). An additional sum would be provided for supply of horses. The Association was not expected to overspend and its accounts were subject to audit.

To manage and execute its affairs, the Association would be managed by a committee: the Lord Lieutenant of the county would be ex officio President; the first Chairman and Vice-Chairman would be appointed by the Army Council and after that they would be by election; there would be a number of Military Members drawn from the units under the Association; and a number of Representative Members drawn from local borough councils, universities in the county, etc.

Below each TF Association name is the list of units under its administration. It will be seen that in some cases a unit straddled two Association geographies. Note that I have called the companies of infantry battalions “half-companies”. Each battalion had eight. In 1914 they were reorganised into the structure of four larger companies used by the regular army.

The Army List referred to the County Associations without adding the usual “shire” to their name: for example, the Leicestershire Association is just given as Leicester. This approach is replicated on this page.
