What was a Light Railway Forward Company?

I have been trying to locate this information for some time and finally found it at the Australian War Memorial: item AWM25 815/5 – [Written records, 1914-18 War] Establishment. 3rd Light Railway Forward Company and matters relating to it (August-November 1918).

From a memo from the Director of Light Railways at GHQ In France, to the Assistant Directors of Light Railways of the five British Armies in France and Flanders, dated 14 October 1918. The Forward Companies had previously been Foreway Companies.
